What this mean?
Detailed Description
As the email indicates, your application gets marked down for Platform Notifications since there are1000 consecutive notification delivery failures. This happens when either your server is unreachable or if you do not respond with a 200 OK within 3,000 milli-seconds. Please see this KB article for how to triaging a Platform Notifications problem.
eBay Notification server checkes the connectivity of the markdown recipient and address periodically. If the notification events can be delivered successfully, the application gets marked up for Platform Notifications.
